The code is the same in every South Carolina county and no county may write one of its own — but the Council's maps are contour maps, not a number per county, so two parcels twenty miles apart can carry very different engineering. We treat them that way.

Grouped by region rather than alphabetically, because the question worth answering first is which end of the state you are building in — the Upstate and the Lowcountry are different engineering problems on the same code. Every South Carolina municipality sits inside a county, but twenty-six of them sit inside more than one, and three — Columbia, North Charleston and Summerville — sit inside three apiece. Columbia alone reaches into Richland, Lexington and Kershaw. So a mailing address does not settle who reviews your drawings. The code itself is settled — S.C. Code § 6-9-10(A) requires every municipality and every county to enforce the Building Codes Council's codes and to enforce only those — but who issues the permit, what that office charges, whether your parcel is zoned at all, and which wind and seismic contour the Council's map draws across your county are all decided locally.
